It takes about a month for DPS to open your packet and start processing it once they receive it... I sent mine out on 1/28/2009 and it did not show in progress until 2/26/2009... I sent mine Certified Mail but it didn't buy me anything... The Post Office did not scan the bar code in Austin so I never received a delivery confirmation, but I called DPS and they have it in hand and are processing it.
