Is this a well-known insult? Would a native born Irishman be offended by this?
I had never heard the 2 definitions of "brogue" tied together in this fashion.

I knew you were non-American born, but my suggesting that you may
have had to use the English police system's shouts is not the same
thing as saying that you were English.
All right then can you shout "FREEDOM!!!" like Mel Gibson?
As an off topic side note, I had read that the place in the Western
World with the worst cuisine for your health is Glasgow, Scotland.
Apparently anything sugary or fatty is fried in lard, with more bad
toppings added to the original items.
It is common for men in their 30's and 40's to need triple and quadruple
heart valve replacement.
That being said, I would love to go to Scotland and visit.
A caller to a radio show said she loved the Scottish guest's brogue.
The next day a knowledgable person called in to correct that description.
Irish have a brogue. A Scotch accent is a burr.

Here's another heartening story of how good guys with guns thwarted evil.
The UN quote enrages me. "Bringing guns on board could encourage violence."
The pirates are the ones starting the violence, not the good people on the ships,
just trying to make an honest living far from home!!
Maersk Alabama was boarded by pirates once.
Add an LRAD (Long Range Acoustical Device)
and some guns - no more pirate boardings - what a concept!!
