I think it's pretty sorry that they are charging him with 2 charges. But personally I would have probably let the bad guy drive off and then let the insurance company deal with it. Once that bullet leaves the gun you will probably spend a lot of money on lawyers even if you are in the right.

Some fans have clutches and the clutch can slip. That allows the fan to appear to be functioning but its not really spinning fast enough to do any real good. When you are driving then the wind and the speed of the water pump helps out.
