I'm pretty sure I wouldn't have let the others approach the downed one; he may have another weapon they're going for, or they may just be closing in to make their move.

If the other three are armed, wouldn't you rather be unholstered and firmly in condition red with one target already stopped when they start digging for their weapons?

Plus, two of the three were still inside a car at the time, putting them at the same disadvantage he had. Unless their doors were already open, it would have actually come out to a slight edge in his favor.
