Oh well. In that case he has to go through the whole thing. Except for the DL, though. When I first moved to Texas in 1984, all I had to do for my DL (car and motorcycle) was take the written tests. I did not have to take the driving test. I was 18y and had a NY license. Are we talking military transfer here? If so, will Texas become his state of residence? The whole time I was stationed in CA, Texas was still my state of residence. If NC remains his state of residence he shouldn't have to change his DL or CHL/CCW (whatever it is in NC).
