Yes, they do. I can't imagine that any of these folks have ever played the game of chess or are any good at it if they have. During the interaction the OP was never advised in any form or by inference that guns were allowed. Regardless if one of the reasons for this decision are invalid, it still doesnt convey permission. The "no guns" was clearly communicated.

It sounded like she said that no guns were allowed because of the sign, not because of the store's policy. Since she's wrong about the sign I'm not sure that is actual notice.
