Dunno about all the issues, but one place I once worked (small manufacturing and service company, <500 employees) would hold the payroll in an interest-bearing account until the last minute just to get the maximum possible interest. On one occasion they were a trifle late in transferring funds from the interest-bearing account into the payroll account and a bunch of paychecks bounced. Me, I always went by my bank on the way home after payday, and my check cleared. Still, I agree there's no good reason I can understand as to why the subject transfers couldn't be done electronically.
