Be careful. You can make an argument that the PC would rely on the Education Code for all of the education differences, but it does not explicitly do so. It only refers to that section for the definition of colleges.

In remember a Christian School losing a battle with the state of Texas over licensing in the mid 70's; the legislature even passed new rules during the law suits and the schools were eventually shutdown. Obviously there are regulations and standards that must be met by private schools; surely they're somewhere in the codes.
