Good question. In my fair city I complained about a code enforcement "officer" violating "No Trespass" sign to go behind some structures and who left a sticker and the litter from the sticker and was told they are "quasi-law enforcement". I guess it was "quasi-trespass"

Have to look that one up! :headscratch I recall it had to be off the owner's property to be a violation of a leash law. Other factors involved such as "voice control", Registered as in licensed, etc. Also depends on what your government entity has passed in the way of ordinances. My curiosity is piqued, so I'm going to get busy.
