Good question. In my fair city I complained about a code enforcement "officer" violating "No Trespass" sign to go behind some structures and who left a sticker and the litter from the sticker and was told they are "quasi-law enforcement". Have to look that one up! I recall it had to be off the owner's property to be a violation of a leash law. Other factors involved such as "voice control", Registered as in licensed, etc. Also depends on what your government entity has passed in the way of ordinances.
