So, if a group of vandals went around scratching out the letters we would all be golden right

Had to get my Wedding Ring cleaned at Jareds. While looking around I see their 30.06 sign next to their sleeping, gunless security guard. But, on the sign, several words/letters/ look like they have been scratched out (Like someone with a knife or Key scratched the out)

Is that sign still legal?
