We've got quite a few of the "stealth" cars around here. The lights are inside, the decals are the same color as the body paint (or perhaps translucent) - you can't see them unless the light hits them just right. Of course, the bumper guard and black steel wheels with hubcaps are a hint. If it was just the interior lights, I would assume that they are trying to keep them from getting vandalized or otherwise broken. With the interior lights and stealth decals, I can only assume they are trying to blend into traffic and improve ticket writing rates.
