It's important that both the buyer and seller agree to the details of the transaction, including whether there's a record of the sale, before meeting. If I was privately selling a gun and whipped out a bill of sale for some people, they would balk at writing something down on paper. That doesn't mean they're criminals, just that some folks are very specific that "private" means "private".
