Consistency is important. One thing to keep in mind about kissing the lands is that I think you subject yourself to two potentially bad things:
1) Because the bullet is seated against the lands, there are additional pressure factors to consider. Normally, not an problem, but don't ignore it.
2) (the more annoying one) if you get a misfire, bad primer, etc., good luck extracting that cartridge if it's kissing the lands just a little too much.
It's all about tradeoffs
