Apparently my DD-214 (from AIT) and check for $70 was good enough even though I was never active duty in 8 years of Reserves.

Application Completed - license issued or certificate active

I sent in both my DD-214 which showed separation from AIT and a copy of my letter of HD from my reserve unit. Mine is still processing, I guess we'll see.
