I consider the P-11 and other subcompact 9mm pistols to be best for experienced shooters. I love my P-11: it's light, small, accurate (with a lot of practice!) and shoots a serious caliber. It is not "fun" to shoot for many people, especially novices. I can say the same for lightweight .38...

If you want a belt gun that's fairly easy to carry IWB or OWB and shoots like a bigger gun, I like the 3-inch Ruger SP101. If you do some googling on the topic of making a kydex knife sheath, you'll probably learn a lot. The tools and materials do not have to be expensive, and you can learn as you go.
