CHL = Concealed Handgun License. It's a license allowing you to carry and handgun, concealed. It's not a person. :D It also has nothing to do with whether you can use a handgun in defense of a person, animal or zombie.

Whether a gun of any kind was on your person, in your car, stored in a tree, laying in your front yard or hanging on a street sign or was legal, illegal.....using it in defense of a person or animal or zombie is another issue. I think most town's/cities have ordinances/laws pertaining to discharge if you're in their limits and if not, laws or guidance pertaining to defense. Otherwise, it could be a civil issue but if you're really in danger, and 2 Rot's pinning someone is easily considered danger especially if an owner wasn't there to control them.
