You always have to go according to your home of record. For example, since you are an AL resident and NOT a TX resident you have to follow all non-resident procedures - even as an active duty military member. FYI, depending on the state it is sometimes easier to get a CHL through your home of record as long as Texas honors it. My home of record is FL and I got my license through FL because as an active duty military member, I was exempt from some of the application steps and got my license significantly faster compared to civilian applicants.
