The problem in this case was it was an "unexpected expense", one that should not have happened at all. It's bad enough that the airlines are raping us civilians, we don't need to be adding to the stress of a returning Soldier by charging them another 200.00 for unexpected baggage. "Let's stop using the private sector to do our grunt work".
Supply MOS has nothing to do with a GOV Travel card.What they think they know is no more knowledgeable then any other user that has bothered to read the instructional rules and guiding regulations.
One of my additional duties is a Defense travel Certifying Officer.. That means I approve others travel vouchers, I work with GOV Travel card Admins daily.
The GOV Travel Card is specifically for any and all travel authorized expenses, of which baggage charges are. If any service member has a question, it's but a simple 1-800 phone call answer away, or online.
This is still.. a mountain from a mole hill. It was never an issue, the Media as normal blew it out of proportion, couple it with a few service members that did not follow the directions given them (or did not understand them)
gang, it's the media blowing smoke up your skirt, well meaning folks reading the crap, and running with outrage, not knowing the real deal. Add in a few former service members that do not know the real deal, forgot, or were misinformed (happens a lot, it can be a complicated system..have to know when your not sure of something and ask questions from your unit Organizational Defense Travel Administrator (ODTA)
Please, understand, this was never a real issue, misunderstanding by a service member YES, Well meaning civilian populace that took the media report to heart,, YES. No Soldier paid for baggage charges unless they really, really screwed up and failed to follow instructions.
