Maybe he has it in the console and was putting the holster on his belt to go in. Just another reason to be sure to be discrete and make sure no one sees you arming or disarming if you do it in a public place.
TX law of course says differently..and I wish it was more like FL law in this case.
I agree that a concealed HG should for all reasonable reason remain concealed and that is always my intent. Yet I would like the public display to not be an issue in any way, not just a defense to charges.
