I think what bladed is saying is that although the flag code has the language, the Supreme Court has said that such a law is unconstitutional when the violation is a form of expression, and thus it is not illegal.

I believe they did not give you the correct effective date. The bill received the required votes to override the constitutional 90 day requirement and should take effect upon signature.

Well there are certainly felons who have received CHL's in Texas. I assume the thought would be that it could happen again.

The amendment would allow elected officials to essentially carry anywhere in Texas.
