have you checked the simple things like making sure the rings and bases are mounted in the right spot? if one is taller than the other, is the taller one in back? or did they mount them in backwards? if they are designed with compensation built in for long range shooting then its possible. it is hard to tell from the photo and I havent heard you mention that you checked that so I thought I would throw it out there.
