I "think" you are going to harm me, because you are running up to me from a distance and I 'think' you have the demeanor of something bad in mind. I tell you to stop, you don't comply (because you don't seem to understand that I am talking to you), don't understand (because you don't speak or comprehend English), or don't hear me because you are deaf.
you are 'actually' not running to me, but to someone right behind me, and maybe your 'scowl-look'' is normal and I perceive I am in danger.
Anyway, I draw my weapon because of the perceived threat
As soon as I draw, the person running at me, thinks that I am now confronting them, then they draw their weapon (as they are law abiding CHL holder as well) and shoot to defend themselves or protect themselves.
My actions made their actions justified as deadly force was used against them.
