There really isn't such a thing as a Class 3 license. As others have stated you are talking about an SOT. Dealers have those and are somtimes referred to as a Class 3 Dealer. You must first be a FFL holder to even apply for a SOT. You can't just get an SOT so you can own cool guns. Citizens do not need an SOT to own an NFA firearm or suppressor. You just have to pay a $200 tax to the BATF, submit fingerprints, photos, a background check, and then the NFA item is registered under you name. Remember for citizens to own Full-Auto firearms they must have been manufactured and registered before 1986 and they cost as much as a new automobile.
