Hard to tell, but it looks to me like it is just the "exchange of experience", meaning you see how the other deals with those situations and see if there are thing done by the other that are better than how you do it. Maybe some cross-training to bring back lessons learned from each other. I don't believe it means that they will be using Russian troops to provide security at US events. But then again I might be wrong.
For me, there is a major line to be crossed - or not. I know that foreign troops have been trained in the US for a long time. I've always assumed that training took place on military bases - read this as Federally owned property. I don't have any problem with troops, not in uniform, not in any sort of formation and certainly not armed, attending a US event. If one or more of those parameters is changed, I have a big problem with the situation. One doesn't need to have a uniform on or a gun in their hands to do an information exchange. For the latter, I cannot imagine many places in the US where a US citizen would be allowed OC at an event and there sure is no legitimate reason for a foreign soldier to be given more freedom at that level.
