The system, in general, is already backed up, some suggest due to poor management. It has been said that, specifically, Harris County apps are taking longer because DPS states that there is a delay in getting background checks from Harris. I, for one, think that DPS is going to use any excuse they can to explain why things are taking longer other than "we're just really, really, really backed up."

Oh, I see you're from DFW. That's better than Harris. "Hurricane Ike" will be the excuse for Harris County until 2010.
