Bill White's answer precisely describes governmental sanctioning of racism. The best way to allow discrimination against a class of people is by allowing local authorities to decide who gets to do what. In California, that's how they deny the RKBA to people they don't like. Same thing in Chicago. Same thing in many southern states when blacks desperately needed to own firearms to protect their families against attack. When it comes to rights, there should be one rule for all, no exceptions, no special treatment, no unjust denials. Every citizen treated equal under law.
