Well, licensed is the word there. Even though I think the class is a bit silly, at least someone has ~~300 bucks, some time invested, and a background check. That tells me the person is willing to jump through a hoop or two to legally carry a gun. If I understand it correctly, the open carry idea would allow anyone over a certain age to carry a gun exposed.
