This sounds like the rantings of an upset sheriff with his power base taken away by the state when Iowa went "shall issue" on January 1, 2011.
The article is the same flavor, as were most news atricles leading up to shall issue, blood in the streets, corner gunfights and shootings over parking spots at the mall.
