If you were regulated by either CFATS (DHS) or MTSA (USCG), trust me, you would know.

I'll find the cite for you and post later. Under DHS, chemical plants and refineries have been deemed "critical infrastructure" by DHS and firearms are not allowed inside secure areas. IANAL, but I am the head of security at a chemical plant that is under MTSA regulations. I have read the law, but I don't have it immediately available.

No offense, but until I see the actual federal regs, It's hogwash in my book.
It it does, indeed, turn out to be true, then it is something CHL instructors and pretty much everyone else on this forum needs to know.
No offense taken, I too am leary of statements without cites on the internet. I initialy started looking into the laws (through Coast Guard contacts) when I began to seek changing our company's procedures to allow less draconian firearm rules.

I did some digging at work today and found where I had seen the prohibition of firearms in chemical plants and refineries, and it's complicated. It was on the secure side of Homeport. As a result of Homeland Security Presidential Directive #7, (HSPD7), the Seceratary of Homeland Security was tasked with developing a plan for protection of all facilities deemed critical infrastructure. The secerataries plan included prohibiting of firearms from those facilities. This is enforced by DHS for DHS facilities and by USCG for MTSA regulated facilities through the Facility Security Plan requirements. Once it is in a facility's approved FSP, then violating it becomes a "breach of security" and the breach is inforceable. That is the simplest explanation that I can give.

Edit to add; If TS Alex does not have me too busy again tomorrow, I will follow up with the USCG inspector and see if I can find other relevent information that is available to the public.
