Update 2: Apparently, Texas Online, the group that handles payments for DPS online, failed to send my payment information to DPS. Oh, they've heard from me, and they will again. My wife and I stay on campus too darn late for me to ignore this issue. I'm just steamed at this kind of "let them eat cake" attitude coming from the powers that (shouldn't) be.
