I have no idea, TAM. I am under the impression that PSA is pretty well though of, or do I have that wrong?

I in no way mean to be disrespectful, but good luck with that. If you get a line on sub-$800 .308 rifles that are safe to shoot, let me know. I'd like one too. But having owned a couple, The cheapest I've ever seen one is in the mid-$900 range, and it was a well-used plain jane AR10.
