If he's shot her dog in the past...or even if she just believes that he has...it might significantly increase her fear over whether he has a weapon and whether he might use it. If I believed someone had shot my dog in an ongoing conflict, I would be fearful that he would have a gun and would also shoot me in the future.

There are actually homes, schools, and institutions provided by the state. However, if a mentally ill person can be brought to a functional level with medication, he's usually then kicked out because he's "met his goals." Due to the mental illness, the person doesn't continue taking the medication, though, and is right back where he started. So in practicality, you are correct that it often boils down to the street or jail for the mentally ill. The female resident was on the phone with 911. The man had the intent of "evicting" her from the house. I imagine that involves kicking her and her stuff out on the curb by force, but who knows.
The way the article was written, the locksmith did not have a key. He was shown papers saying the guy lived there (presumably from years and years ago when the guy actually did) and was in the process of changing the locks (as part of the "eviction"??) That would have required him to pick the locks.

The locksmith was acting in good faith, performing a legal service he was hired for. The ex-resident paid someone to break-in to her house and was standing by, overseeing it.

It is amazing to me when most cases of identity theft/fraud, stalking, molestation, kidnapping, rape, etc are committed by someone the victim personally knows and/or is related to, that the police treat the case differently saying it is a "civil matter" because you know the person.
In this case, the woman wasn't even related in any way to the guy and the only way she "knew" the stranger was through his years-long harassment of her, which culminated in him breaking into her house again. Somehow because he's been doing it for a long time, she should be used to it and should accept it? The logic is mind-boggling.

Mentally ill person is evicted from a house ages ago. People move in and out and he harasses each, actually enters the house, etc claiming to own it.
Three owners/residents later, he'll still thinking the house is his. He's harassing the person who does live there and has been for years, he's repeatedly trying to gain entrance and to evict her from her house, and she's called the police on him numerous times, but they've done nothing.
Last night, he hired a locksmith and duped the locksmith into thinking the house was his. The locksmith was in the process of changing the locks on the house and giving him entrance when the homeowner heard someone messing with her doors, called the police, realized what was going on, and, in my guesstimation walked out of the house with her firearm saying something to the effect of this being the last time that no good so and so was going to mess with her such and such house, shooting him in the head three times.
The police then arrested her for swearing as she shot him.
It seems to me that this man, due to his mental illness, was breaking into her house at night. Is that how others read it?
