It sounds like the Obama credit card bill mostly copies those rules and the main purpose for passing this before Memorial Day is so Obama can pat himself on the back.
This bill is more general and covers all guns not just CHLs with handguns. The new basically states that the states laws will be rule withing the parks when it comes to firearms. In Texas that means loaded guns on the gunrack on the your truck will be a go.

Obama probably doesn't care much one way or the other about the guns in the National Parks or wild life reserves. What he is in a hurry to do is to nationalize the banks before the proletariat wake up and realize what is going on. He can't veto half a bill its take the whole thing or nothing.

The smart way to do it would have been to include CoE land in the Coburn Amendment. I don't see any reason why it shouldn't have been included, but carry on land controlled by the Department of the Interior has been what has been getting press.
This paves the way. It will be difficult to defend the restriction after the National Park rules have been in effect for any length of time. I think Congress is very reluctant to step in where there is a rule making process in place. But in this case the Dept of Interior was served noticed, they balked, and the Senators showed that they meant business. Bureaucrats hate it when Congress takes control.

All those AK47s in the Parks aimed at the children. Oh my ....

The Democratic controlled house is mostly not going to have the stomach to fight this one for the national parks bill. The reps who are real mushy about RKBFA will gladly sign on to get the Marxist agenda of the rest of the bill. The NP bill is still seen as mostly benign anyway. Passing this while fighting for a new AWB might give some credence to the argument they are just being reasonable.

Obama will sign this in a minute , the Marxist agenda is far more important to him than allowing a few CHLers on our National parks. While I will certainly enjoy carrying at South Padre this year. Capitalist will see this bill as loss and the Marxist a win.
