You are not allowed to carry in a place that does not have a sign if the establishment derives more 51% or more of its business from serving alcoholic beverages. It is legal to carry if there is a sign at an establishment that place derives less than 51% of its income from serving alcohol. The 51% sign is not in itself restrictive.
