Welcome to El Paso, soon anyways. El PAso ain't that bad of a city,if you know where to go and not go anyways. As for fort bliss we just ended up renovating our px and we now sell everything from buffalo wild wings to guns and ammo. Its kinda nice actually.
As for post policy on weapons...they are actually pretty lenient. I'm our most experienced armorer in my unit so I kinda have to know these things. All you have to do is get the proper form from either the Robert E. Lee gate or the provost marshall fill it out within 72 hours (even though some ppl don't) along with getting your company commander to sign it, bring it back and you are good to go. Yes, even if you live off post, but I know several people that do live off post that don't do this and no one has tried anything against them because of it.
Now on to your chl. Ft Bliss' Rod and Gun CLub offers a class there every 3rd sat of every month run by a an old retired cop/fed by the name of Butch Sears. (He is a phenomenal instructor. He's been there, done that and taught the guys and gals how to come back while up at Quantico) The cost per person is $110 but to submit the CHL it costs active duty military nothing at all.
