Gunsmiths are an FFL. A manufacturer is also an FFL, just a different license type. You call them and ask before shipping.

That is not exactly what the law says. A common carrier does not need to be notified of a firearm or ammunition if you are shipping to licensed importers, licensed manufacturers, licensed dealers, or licensed collectors. Written notification is only required when shipping to someone other than those licenseesG.A.
