What about a Vespa? It doesn't cause much more wear and tear on the road than some of those mountain bikes, and with a rider on both they take up about the same room.

They shouldn't be required for mountain bikes that are only used off road, same as dirt bikes and ATV, but If they drive on the roads, and expect the same rights as other vehicles on the road, what's wrong with the same duties?
