SA or NSA does not seem to matter. The reciprocity agreements between the states do not specify SA or NSA and there are not different agreement for either one.

Its like a drivers licence....A licence is a licence....I have a class A CDL but I can still drive any vehicle but someone with a class C licence can only drive a regular car or truck (for the most part)...The point being that every state will recognize either licence, no matter what class it is.

IMO I believe this is a fair analogy
