well you can engage the perp if everything in your training tells you it is OK.
-can I positively id the shooter?
-are there lives in danger? sounds like this was the case...
-is the perp accessible to me? He could be inside of an office or on other side of the store. running around with gun drawn like a hero might get yourself shot by other chl holders or leos
-can I get (or get to) a clear shot? a grocery store is big and alot of people in alot of directions.
