I won't belabor the first parts...I think you are on the right track.
Yes just up or down, I don't believe a concurrence vote can be filibustered, but the conference votes could.

My recollection of the debate last night was that private colleges were left unchanged. There was discussion about "if it's good for public colleges then why not private?", but the House member pushing that argument was doing it as a Bill killer and, ultimately, there was nothing added or deleted last night that affects private colleges.... I'd like to see the text of the Amendment to confirm this...

Just to reset..... Only one amendment was added to SB 11. All other proposed amendments failed.

Amendment 2 (amending Amendment 1) failed, Amendment 1 passed, Amendment 3 was withdrawn, Amendment 4 failed, SB11 passed on second reading.
Wasn't their a latter amendment that was acceptable to the author that was attached without a vote?

I'm guessing the 2/3 vote requirement will hold off bad amendments however are we once again up against a clock that can be run out with endless amendments?
If so we go "nuclear option" again...worked last night!

Could it be amended to remove the "poison pill" concerning private campuses?
I'd take the gutted version and call it progress, plus it might have a better chance for the Senate to concur.
With a few good years of successful campus carry under our belt we could relax the "restrictive portions" in the future.
