This is what TABC has to say on the subject.

"ABC §11.61. CANCELLATION OR SUSPENSION OF PERMIT.
(e) Except as provided by Subsection (f) or (i), the commission or administrator shall cancel an original or renewal permit if it is found, after notice and hearing, that the permittee knowingly allowed a person to possess a firearm in a building on the licensed premises. This subsection does not apply to a person:
(1) who holds a security officer commission issued under Chapter 1702, Occupations
Code, if;
(A) the person is engaged in the performance of the person’s duties as a security
officer,
(B) the person is wearing a distinctive uniform; and
(C) the weapon is in plain view;
(2) who is a peace officer;
(3) who is a permittee or an employee of a permittee if the person is supervising the
operation of the premises; or
(4) who possesses a concealed handgun the person is licensed to carry under Subchapter
H, Chapter 411, Government Code, unless the person is on the premises of a business
described by Section 46.035(b)(1), Penal Code.

Evidently this law has not been updated to reflect licensed open carry.

Your "right" or privilege comes with conditions in this instance. They do not have to allow you in their store. If you refuse to show your chl to confirm you have one, they can terminate your "tight" or privilege to be there. They have a vested interest in confirming you have a chl if you are going to open carry.

This still has nothing to do with cops stopping people on the street.
I will play the villain here. Why does WalMart have the right to ask if a person has a LTC? They have invited the general public into their store to sell them stuff and make a profit. That does not give them the right to ask for personnel information unless I am doing something that requires that information or something illegal. Unless I am doing something that requires personal information or comiting a crime, they have no reason to stop me or ask for personal info. Does the police have the right to stop a person for no reason and ask for ID?

I can see being polite and showing a LIC when asked. That does not give them the right to ask. What happens if a person doesn't have a LTC, are they to call the police?

By having the required TABC signing posted at the front door they have covered the requirement. If someone refuses to abide by that requirement is not their fault.

If a WalMart manager stops you and asks to see your LTC, show it to them. Then I would inform them that unless it is required for something specific (filling out a 4473), only a police officer can require you to produce ID and LTC.
