It could, but if you have an Android or iPhone you probably have a data plan and can go to the website and check for a 51% license at the place your family or friends want to go. That way it's up to date.

Duplicating information that is easily available from an accessible source is rarely a good idea, so copying to a file would not be a good idea. However, an app that uses the phone's GPS to search the website for nearby 51% locations and display the results could be a minor convenience. But since the website is so easy to use, it's probably not worth the effort to create.
