she'll get use to it. what I've seen on the corgi carts, if they are totally paralyzed, they will put a strap around the back legs to hold them up. But since your pup is trying to move her legs, I would say let her so the muscles get some movement, it's got to be good for her.

I'm sorry your pup has injured himself, but I am glad he's not in pain. you will be amazed at how quickly he adapts to the wheels.
carts are "common" for corgis, but they are much smaller so none of my sources would be useful.
