Depends on the software you use to snap the photo.
In most smartphone SW there is a setting to turn off GPS data on the photo.
After the fact, you can edit the photo with free software and edit or remove the GPS portion of the EXIF data.
Apparently, Apple iPhone has (had?) no setting to turn off GPS data collection so it has (had?) to be done after the fact. Might have been fixed already. I'm an Android fan, so I can't confirm.
