I can't remember if one can carry under their expired license if they have completed their renewal application and are waiting for it to be processes. I thought this was included in some recent legislation. You may want to explore that.

No. There is no grace period or extension for an expired CHL, even if your renewal application has been submitted. You must wait until you receive the CHL before you are allowed to carry a concealed handgun.
