* OC is, unequivocally, faster to draw from than CC. Period. CCers can argue all they want how pretty darn close they can get, but an unobstructed pistol at 3:00 OWB is always the benchmark. As for LEO's and OC in Texas, they already know the laws (or should) on concealed carry and this law doesn't change anything but allow one to open carry. The LEO, seeing someone with a firearm, can assume that the person is licensed. Any LEO seeing someone openly carrying a gun will be justified to...

First I'm for open carry and for this bill (or any other bill that provides OC). I think society is best served by a combination of people that carry both openly and concealed. The OP mentioned a tow truck operator that swept up the debris. Perhaps it fell from the packet the office had and the tow truck operator picked it up. He might have meant to return it to the OP and forgot or perhaps wanted to keep it. Or it fell on the floor or under the seat of the police car.

Why is he flying American Airlines and not El Al? Is he and his security detail not entering us US under Diplomatic credentials so his luggage would have been handled as diplomatic status?
