IIRC the way PA handles ARD dispositions is if you pay some money, attend some classes and do not recommit a DWI offense for a certain period of time charges are dropped. While it still shows on your DMV record, that is merely an administrative record... I believe technically, you could report that you were charged but not convicted... herein lies your problem, the courts do not maintain records, so a certified letter from the Clerk of Courts indicating there is no record of a conviction or any indication that your case ever proceeded to trial that should be enough to satisfy DPS. An FBI background check should only return convictions and DPS doesnt pull a driving record during their background check.. Dont lie on your application, indicate you were charged but not convicted, the letter from the clerk of courts will validate no conviction and you should be able to obtain a CHL. Good luck.

Chas, please correct me if what I say is wrong but I am pretty sure about how Pa handles ARD dispositions...
