It's hard to hear over the thug screaming at him to shut up but I believe him too.

Unless the second officer was a trainee, not disciplining them sends the message that the department thinks the behavior is acceptable unless it's caught on camera and somebody sues. Maybe the second officer doesn't need to be fired, but there should be some meaningful disciplinary action and mandatory retraining.
