Colorado law (18-12-210) requires a permittee to notify the issuing Sheriff within 30 days of moving. It doesn't seem like there's a provision for nonresident permits, so the Sheriff would probably revoke the permit. However unlikely, if the CO Sheriff issues a new permit with the Texas address, it seems it would be valid until it expires.

Here's another twist. Even though a new Texas resident has to get a Texas DL within 90 days if they drive, they only have 30 days to get vehicles inspected and registered in Texas.
