I think because the FAA requires a badge to normally enter the AOA it falls under the secure portion restrictions, at least that's the way it was explained when I was doing the Airshow at Ellington as well as certain area's being completely off limits to non military civilians including LEO's

it is my understanding that unless you are a pilot in the show or coming in by plane for the show it is considered part of the secured area of the airport if you are on the tarmac, least ways that what the FAA explained to us when we do perimeter and point security at ellington here in houston
